For a graphic design oriented setup you want the fastest cpu and the most RAM you can get.
You will generally be manipulating large uncompressed images so RAM plays a big part in doing this smoothly.
Most graphic artists swear that Mac do a better PC for graphics, and they are probably right.. but I have been graphic designing (web designing) for 5 years on a PC with Windows XP and have had few problems.
You also want a large hard-drive with alot of space for virtual memory.
Video card is important and I would recommend nothing less than a 9600 GT.
Sound card and CD ROM are not relevant.
